As this is the first quest of Act 2, it will trigger automatically only after the following conditions:
The Fallout 4 quest “Reunions“ has been completed
The Prydwen has arrived
After the above two have been completed - two days must pass (this can be skipped by listening to Enclave Radio for General Ward’s announcement)
